戴口罩义务化根据保持社交距离阶段，对不同的传染病传播危险设施、场所区分适用
◦ 社会距离第1阶段:重点·一般管理设施（23种）、公共交通、集会·示威场所、医疗机关、药店、疗养设施及昼、夜间保护设施、宗教设施、室内体育竞技场、高危险事业场（电话呼叫中心、流通物流中心）、向地方自治行政机关申报、协议的500人以上聚会、活动

▲ 发育型残疾人等没有周边人的帮助，自己很难佩戴或摘掉口罩的人
▲ 医生诊断为佩戴口罩会导致呼吸困难的人
▲ 未满14周岁的人
▲ 洗脸、吃东西、医疗行为、在游泳场、澡堂等设施时
▲ 演出等不可避免需裸露面部的情况
